HP 15 N012-tx OS/Software :: Unable To Refresh AND Add New User Accounts

So here's how the story goes
 
1. Due to some circumstances or rather a big mistake I selected all the comtents of C: drive then -> Right Click->Share with-> Stop sharing->Stop sharing again in the dialog box and then the process went on for a very long tym and then logging into another use account it could not access anything in C drive any software or so
 
2. TO curb that i deleted that account created a new one but that didnt open always gave me an error "User Profile Service service failed the sign-in. User Profile cannot be loaded."

3. SO now to cure that thing i chose to go to the automatic repair section which u get during the boot up. But the Repair failed and after that the utterly bad thing happened
 
4. Widows wont boot up it said the "The Booth configuration data for your PC is missing or caontains errors"

5. Now for this i went to d recovery Command Prompt and used these commands (Following this procedure [URL] ...)

6. And after that windows finally booted up but it asked to register windows but i already had it registered so after logging into my hotmail account i got that back and there was no data loss
 
7. But now still i could not create new user accounts so i chose to do a system REFRESS and restore it to factory settings but when i went into the update and recovery setting to refresh the system didnt let me refresh it saying "COULD NOT FIND THE RECOVERY ENVIRONMENT" insert the windows installation recovery media  but last time it didn't ask for anything lyk that AND I STILL HAVE MY RECOVERY DRIVE INTACT AND UNTOUCHED.
 
8. One more thing while looking in the available boot devices in the boot up there i see 2 windows boot up names but both boot up to the same thing.
