HP 1000 1408AU Display :: Background Does Not Appear When Set It

My backgrounds do not appear when I set them.

I have a photo on my desktop which i would like to be et as my background image and when i right click and select 'set as background image' it does not appear, the background just stays at blank. However when i tap the windows symbol on the keyboard (which takes us to the tiles) the desktop tile has my background image i selected. But when i click the desktop tile it does not come up.
Also when i go into the control panel, and then under the 'Appearance and Personalization' label, there is the 'Change destop background'. When i click this and select my image, and then click save changes it does not appear.
Also under the same 'Appearance and Personalization' label, when i click the 'change the theme' button, it says the image i selected is set to my desktop background, but it isnt. The background on my desktop is still blank. (blank black).

Unable to use laptop as when I log in the screen goes black and I can only see my cursor, I can press ctrl,alt,delete and I can see again but other than that it stays blank, how can I fix this?
I have a HP 1000-1405TU Notebook PC. My Notebook Product ID is D9H61PA#UUF. I am using Windows 7, 64 bit version. I tried using the F2 and F3 keys to lower the brightness and I tried to adjust it from settings and control panal but the brightness doesn't adjust when I move it up or down. (Note. When I use Windows 8 on this PC then there is no problem like that).
My product number is HP 1000-1312TU Notebook PC.And my os is windows 7 ultimate 64x.Since i've changed my os from 8 to 7 i couldn't change brightness of my screen neither with keyboard keys nor with power options setting, i mean they don't work at all.I also searched all the drivers.
My 3.3 year old HDX 16T-1000 CTO Premium Notebook PC's display no longer functions. Upon cold boot, the display nearly always comes on but flickers at about 1/2 brightness. If I twist the display, sometimes I can get it to come on at full brightness. Upon letting go though, the display goes black. The only way I can get it to turn back on is to put the notebook to sleep and then wake it up. The display comes back on for about 2 seconds (mostly at 1/2 brightness) and then goes black again.
I do get a normal display when I connect to an HDTV via the HDMI output. HP's techs had me download and reinstall the chipset, NIVIDIA video driver and BIOS software. This made no difference whatsoever.
Since I can get the display to turn on intermittently, could the problem be just a worn video cable or something more serious?
Had to format my hard disc and reinstall Windows XP, then upgraded to Win 7. Windows has generic VGA driver that's OK, but it can't run any copmplex videos that it used to be able to run. I know it's 5 years old, but everytime I download stuff for the "specs" listed on website, I can't get anywhere. I'm sure there have been more than one video card integrated into the board, but I don't know where else to turn!
I have an issue with my 1810tz, Win7 64bit. There are these annoying buzzing noises when I use headphones over audio out. They are corresponding with the CPU load, when the CPU is idling they are louder and constant when the CPU is working they change the buzzing rhythmic but are not gone. I cant really they if they are there too over the build in speakers there is this buzzing sound sometimes, but I guess its the hdd in this case.
Disabling the audio btw does not mute this buzzing noises too. I had this issue maybe 8 years ago on my first desktop with integrated Realtek audio chip, so I guess its a driver issue or bad manufacturing like bad shielding or such. Im using latest Realtek audio drivers.
Few weeks ago I brought the WD blue 640GB, and lately swapped it out and put the old Hard drive back in because the WD was making too much noises. AFter I putting the old one back in here, the OS X starts running at the temperature of 56-58 degree C. The CPU is also running something such that it's used percentage is jumping around 10% and 20 % constantly. I start using it right now, and the upper left corner is getting warmer without running any significant job.
Some times when I completely turn off my MacBook and turn it back on I loose my desktop images (I have them changing every 30 minutes) and the screen is just a soft blue. When I double tap and go to change desktop background, it is still pointed to the right folder and all the setting are right so I dunno what is happening.
Im trying to make a video using Quickplay. I can get the webcam to record .... but when I play back the video, instead of hearing the very interesting things im saying it plays the very annoying "amanda" background music.

I'm using win 8.1 x64, after successful installation, this app is running in background and i see that in the Task Manager but i can't see Energy Management User Interface to change battery mode and limit battery charging.
I have a problem with my laptop dell inspiron n5110. I can not change desktop background in Windows 7.I click compositions but it is only a black background, even as I choose different background.
I have an acer aspire 5733-6838. When I log into laptop it may have black background and I have to restart to get it to blue and sometimes I log in I can't access some of my icons or files. Mainly microsoft office starter 10 files
I have my destop wallpaper/background set to change every 30 minutes, pulling from the entire picture library (which is a few gigabytes). I have noticed that every now and then...say, maybe 10-20% of the time. The desktop background goes completely black after the switch. This happens whether the switch is set to Auto or I manually flip the switch (which makes sense, actually).
The only thing that restores the picture to view is logging off and back on. None of the following have any impact or cause the picture to display:Right-clicking on the desktop and selecting.....
I am having white spots on screen. It shows up as a light white spot when the screen has a light background. On a darker screen it totally disappears. The spot is a few mm in size.
My system is lenovo Z50-70. Should i have to replace the screen??
I've got a dell Latitude D410; after it shows the Dell screen and the Windows XP screen (with the loading bar down the bottom), it goes to a screen with a blue background and a frozen mouse; after a while the mouse starts working but nothing else happens. I've tried booting from Last known good configuration but didn't work.
When I watch a video clip, I experienced my X1 screen automatically got dimm when background gets dark. So it became even more darker and I cannot see anything. But it gets back to bright when background gets light.
I've had the W530 for two years and there is an issue when turning on the laptop. I haven't contact Lenovo's warranty yet.
When I press the power button, frequently it shows the Thinkpad white logo against black background and won't load. Windows at all. It just stuck there.

Oddly, when it does work (which is rare), the "to interrupt normal startup, press enter" appears. Everytime it works, that phrase would appears.
The only components I have connected to this laptop are ethernet cable for internet, USB hub, and external drive hooked up through PC slot on the side.

I'm looking to sell my Sony CS series due to fan issues that cant be remedied after 3 tries. I've had good experiences with dells but have not owned a dell laptop recently.

I have this Problem that Once when I start up Windows XP the three green things like after the 9th time the Blue Screen Shows it starts fading like in 5 min so I don't know what to do I'm a beginner at this new Kind of thing.
Does this OS run like windows? can i pop in lets say world of warcraft and install and play it normally? will it run blizzards background loader? i just want to know if this OS will run like a normal OS.
Or is the Mi OS ment for people who really just want a netbook for internet and small media and nothen more because the OS wont let them do anything else other than what HP gives them?
Does this mean a full recharge? What if I use my laptop for like 10 mins not plugged in, is it better to now use it unplugged until its almost dead then plug it in?
I unplug my laptop and after 15 mins it says "your battery power is low (7%) if you don't plug in your computer soon it will hibernate automatically". I know its fully charged and i press the button on the battery and all lights are on..what should i do?
